Community Living Arrangements Program

Who is served?


You are served if you are an adult with mental retardation who is in need of residential supports.


Why is the service offered?

The Community Living Arrangement Program helps you to live as independently as possible in the community.


What is the service?

  • You will live in the community. Our homes include single homes, duplexes, row homes, and apartments located throughout Northeast Philadelphia but generally between Cottman and Grant Avenues.

  • You will share a home with one or two other individuals, and you will have your own bedroom.
  • You will meet with staff to identify goals to strengthen your skills so that you can live as independently as possible.
  • PATH Staff will work with you, your family and your Supports Coordinator to focus on your abilities rather than your disabilities.
  • You will have access to quality health care. A nurse and health care assistant will coordinate all of your medical needs, including scheduling appointments and providing transportation to/from them.
  • You will make choices as to how you will spend your day, your evenings and your weekends. Individuals attend day or vocational programs, have jobs in the community or are retired.
  • You will meet with staff to help you choose everything from your clothing to community activities in which you wish to participate. By making choices, you can continue to grow as a person.
  • You will work individually with staff to learn new skills. For example, if you need help in learning to take care of your personal needs such as, cooking, budgeting or shopping, we can help you with these, as well as many others.
  • You will also be supported by staff in continuing your connection with your family, as family involvement is welcomed and encouraged.
  • Your spirituality will be supported and encouraged. You will be given every opportunity to practice and participate in the religion of your choice.
  • Your staff will work with you to maintain existing relationships and develop new friendships by fostering opportunities for socialization within the community.
  • You will live in a home which meets your specific, physical needs. If you use a wheelchair or walker or have other special needs, your home will be physically accessible to meet your needs.
  • All of our homes are licensed by Pennsylvania’s Department of Public Welfare.

Where is the service located?

In single homes, duplexes, row homes, and apartments located throughout Northeast Philadelphia but generally between Cottman and Grant Avenues.


When is the service available?

PATH staff members provide, support 24 hours a day, 7 days a week. For a few individuals, less staff support is necessary, but in these situations, there is always staff on call 24 hours a day/7 days/week.


You are eligible to receive services if:
  • You reside in Pennsylvania and are registered with Philadelphia Mental Retardation Services (MRS). If you are not registered, PATH staff can help connect you with this governmental agency so that you can become registered.
  • You receive approval and PATH receives authorization from Philadelphia Mental Retardation Services.
  • Your room and board is based on your income and is 72% of your total benefits, (e.g. Social Security (SS) and/or Supplemental Security Income (SSI), Railroad Retirement, etc.), but not to exceed 72% of current SSI maximum.
